Abstract

This article discusses the dynamics of the hierarchy of laws and regulations in Indonesia with a focus on the basis for the formation of hierarchy, conflicts of expert debate, and the implementation of changes in the legal system. Currently, Indonesia has a legal foundation that is capable of handling various changes and internal problems. However, through a deeper understanding of the dynamics of the hierarchy of laws and regulations, it can be seen that the country is constantly undergoing developments and revisions to maintain a balance with the development of society. These changes reflect the stage of development of the hierarchy of laws and regulations towards a more solid structure, aimed at achieving legal order and the rule of law in Indonesia. The evolution of this hierarchy is considered an improvement step to achieve a more effective rule of law in the future. In understanding the dynamics of the hierarchy of laws and regulations, an in-depth knowledge of the basis of the hierarchy is essential. Knowing more about the foundation of the hierarchy provides a comprehensive insight into the applicable laws and regulations, which is key to interpreting and implementing the regulations appropriately. Analyzing the views and conflicts of experts' debates regarding the hierarchy of laws and regulations provides a rich perspective. By understanding diverse expert views, we can more easily interpret the dynamics within the legal structure. This analysis provides a solid basis for decision-making and implementation of desired changes. However, changes to the hierarchy of laws and regulations will not be effective without proper implementation. It is important to remember that change efforts may not achieve full efficiency without the implementation of appropriate changes. As such, this study contributes to the understanding of the dynamics of the hierarchy of laws and regulations in Indonesia and its relevance in achieving better rule of law.
